Rome Budget Committee

In March of 1973, the Budget Committee was established at the annual Town Meeting to review all items to be inserted in the Town Warrant requiring appropriation of monies with their recommendation noted.  

The Rome Budget Committee is comprised of 7 members, 5 full members and 2 alternates who are all residents of Rome. Full members serve 3-year terms, with staggered term expirations and Alternate members are 1-year terms. Annually, the members shall elect a Chair.

Rome Budget Committee may put forth nominations for members and the Town may nominate additional candidates from the floor at the Annual Town Meeting, to include alternate positions. Residents must attend the Annual Town meeting to accept their nomination. In the event of a vacancy in the membership, the vacancy shall be filled by an Alternate member serving the remainder of the term of the person who created the vacancy. The Select Board may appoint a resident to fill a vacancy in the event an alternate is not available.

Meetings:

There is no formal schedule, however, most of the meetings are concentrated in the 3 months leading up to the Town Meeting.

Only 5 full members are eligible to vote.

A copy of Auditor’s report will be provided to the Budget Committee. A copy of quarterly report to be sent to the Board Committee by the Treasurer.

In the event that a full member is not in attendance, the Chair, will select an Alternate Member for that meeting to make and second motions, as well as vote.

A quorum shall consist of 3 voting members which may include alternates.

The public may attend all meetings and an appropriate time will be allowed for the public to comment and/or ask questions.

Meetings are in-person and held at the Town Office.

Agenda and meeting dates shall be posted at the Town office and available on the Town’s Web Site romemaine.com. Information to be posted shall be sent electronically to the office for posting (staff contact email selectmen@romemaine.com).

Roles and Responsibilities:

The Committee is an advisory capacity.

The Budget Committee will review all warrant articles requiring the appropriation of monies and make comments and/or recommendations. The vote will be printed following each such article in the Town Warrant.

The Committee may request additional information directly from the Select Board.

Attend the Town Meeting and answer questions regarding the committee’s recommendations.

The Select Board will post on their agenda any funds the Town may receive in excess of $10,000 so that the Committee may attend for their comments and/or recommendations.
